Starting work at thirteen in a South Wales steel plant, Deakin became a trade unionist during World War I. In 1922 his Dockers’ union became part of the Transport and General Workers’ Union (TGWU), and in 1932 Deakin became National Secretary of one of its four trade groups. In 1940 the TGWU’s General Secretary, Ernest Bevin, joined the War Cabinet and Deakin became Acting Head of the union; six years later he was elected General Secretary.
